31st December, 1923.

With reference to your letter of the 2nd of

August, regarding the fee payable annually by China

Companies under Hong Kong Ordinance 31 of 1915, I am

directed by the Duke of Devonshire to inform you that

the Governor of Hong Kong has now reported by telegram

his views on a proposal that some differentiation should

be made between public and private Companies in the

matter of the annual fee charged, a d that a solution of

the question of the duplication of the fee might be

found by levying the fee in full in every case and then

allowing China Companies to apply for a refund of the

fee in respect of shares held by them in other China

Companies.

Sir E. Stubbs states that he agrees to the above

proposal and asks that your Company may be informed

that he intends to act accordingly.

I am in receipt of your letter of the 31st December in which you inform me that you have now had the views of the Governor of Hong long on the proposal

that some differentiation should be made between Public

and Private Companies in the matter of the annual fee charged China Companies under Hong Kong Ordinance No.

31 of 1915, and that the question of the duplication of the fee would be solved by making a refund in repsect

of Capital which has paid the fee twice over. We have

forwarded your letter to Shanghai and no doubt they will

send a representative to Hong Kong to personally interview the Governor in order that they may know what changes he

proposes to make in the charges in respect of a Private

Company.
